The best penetrating oil is atf/ acetone 50-50 according to a test done by a machinist magazine several years ago.
i did a head to head test with that, blaster, free all and kroil. kroil was the best with free all second. atf mix and blaster were about neck and neck. with all of them, time soaked was key. the longer it soaked the better. over night up to several days. this was all on the DB valve.
in the end all of it worked but none fast. it is interesting though, none of it was threaded, just seized close fitting machined parts. threaded parts may yield a different result.

The test was rusted bolt threads. Kroil was second.
